Parliamentary dimension of the presidency. Conference of the Committee on Union Affairs of the Parliaments of the European Union.

2025-06-06

The Conference of the Committee on Union Affairs of the Parliaments of the European Union (COSAC) will be held in the Sejm on June 8-10. The meeting provides a forum for cooperation, exchange of information and best practices among EU parliaments, particularly on the practical aspects of parliamentary scrutiny of EU affairs.

It is the only treaty-regulated forum for inter-parliamentary cooperation in the EU. The functioning of COSAC is organized by its rules of procedure, currently in the version adopted in 2011 in Budapest. COSAC plenary meetings are held twice a year in the country holding the EU Council Presidency. Each national parliament is represented by no more than six members of its (their) EU affairs committee, and the European Parliament is represented by six MEPs. Representatives of candidate parliaments, representatives of EU institutions and special guests are also invited to the meetings as observers. In a given six-month period, the EU affairs committee(s) of the parliament of the country holding the Council presidency holds the COSAC presidency, and the meetings are chaired by the chairman of that committee(s).
